This strategic goal requires a 20-year master plan that builds on the legacy of the nation's oldest state university while creating a 21st-century physical environment that promotes collaboration among UNC’s clinical, education, and research missions.

- Four million-square-foot master plan assessed the institutions' existing physical environment and infrastructure, evaluated the impact of healthcare and research trends on future facility needs, and identified changes needed to help achieve key strategic goals.
- To improve access throughout the 125-acre campus Health District, the master plan calls for the implementation of a clear spatial system to create orderly automobile traffic, clear and efficient wayfinding, footpaths for pedestrians, and a unifying network of open spaces.
- Master plan proposes a flexible roadmap for incremental change and replacement in keeping with the University's goals and Chapel Hill's progressive zoning laws and limited-growth policies.
